When your package hierarchy is more than one level deep, C sources get
created in the wrong directory.

Example:
Suppose "pkg2" which contains "pkg1" which contains class "Street".
"Street" should create the followin sources

<srcdir>/pkg2/pkg1/street.h
<srcdir>/pkg2/pkg1/street.c

Instead it creates

<srcdir>/pkg1/street.h
<srcdir>/pkg1/street.c

Package "pkg2" is simply omitted.

Note: the C-generator should have a look at the directory and include
mechanism of the C++-generator

Note: related to ECR 11550.
